Information for umbrella bodies
An umbrella body is an organisation that makes PVG scheme applications on behalf of other organisations.
To act as an umbrella body, you must be registered with Disclosure Scotland as an accredited body and follow their Code of Practice.
Using your online account
When you register you can sign up for an organisation account. The account has features to help manage disclosures, including a list of PVG scheme members you made an application for.
When you make an application, the recruiting organisation is known as an 'interested party' for the PVG scheme member. This ensures they're notified if the member is later barred from a regulated role or placed under consideration for listing. Disclosure Scotland may ask for details of the recruiting organisation so they can contact them.
This 'interested party' link between the recruiting organisation and the PVG scheme member is recorded by Disclosure Scotland through your accredited body code. This means you must keep the PVG scheme member in your account until they no longer carry out a regulated role for the recruiting organisation.
Information about interested parties
You can use your online account to remove interest in PVG scheme members that you no longer need to monitor.
You must not remove a PVG scheme member from your account until your recruiting organisation has told you they no longer work for them. This ensures Disclosure Scotland can communicate important safeguarding information to them.
Both you and your recruiting organisations should check your interest in PVG scheme members on an ongoing basis. There are examples below to help you do this.
Example 1
Scenario: The individual is continuing to carry out a regulated role.
Action: Keep your umbrella body’s interest in the individual.
Example 2
Scenario: The individual leaves their role and there's no reason to believe they will return to a regulated role for the same organisation in the future.
Action: Remove your umbrella body’s interest in the individual.
Example 3
Scenario: The individual leaves their role and it's unclear if they will return to their regulated role.
Action: Keep your umbrella body’s interest in the individual. Only remove when it's confirmed they will not return to their regulated role.
Example 4
Scenario: The individual carries out the regulated role on a periodic basis (for example, monthly or annually).
Action: Keep your umbrella body’s interest in the individual.
How to remove interest
There are two ways you can remove interest:
- Single removal: Use the ‘remove individual PVG scheme member’ tab to remove interest from specific members.
- Multiple removal: Download a CSV file listing all PVG scheme members your organisation monitors. Update the ‘Interested’ field from ‘yes’ to ‘no’ for those you need to remove, then upload the file.
Your recruiting organisations cannot use these features as they do not have an account.
