Register for a Blue Badge exemption for Low Emission Zones

Use your Blue Badge number to register for an exemption to drive in a Low Emission Zone (LEZ). The exemption applies to all LEZs in Scotland.

You only need to register if the vehicle is not compliant with LEZ emission standards. Check if you can drive your vehicle in a LEZ.

You must register your exemption before midnight on the day you travel. Otherwise, you may get a fine called a Penalty Charge Notice (PCN).

Exemption types

You can either register for:

  • a one-day exemption
  • a long-term exemption

One-day exemptions

For one-day exemptions, you can register up to 7 days before you travel.

You can register up to 2 vehicles per Blue Badge.

Long term exemptions

You can only register a long-term exemption if the vehicle is registered to your home address.

A long-term exemption is active for as long as your Blue Badge is valid.

When your Blue Badge expires, you need to re-register your exemption using your new Blue Badge details.

Organisation Blue Badges

Organisations can only register one-day exemptions.

You should register all the organisation Blue Badges you hold on one account.

You can register one vehicle exemption per Blue Badge that your organisation has on a single day.

Information you need to register

You need the following information for the Blue Badge holder:

  • name
  • date of birth
  • address
  • 16-digit Blue Badge number – not including spaces
  • Blue Badge expiry date
  • images of the front and back of the Blue Badge
  • vehicle registration number

You also need to provide an email address. This can be someone else’s if required by the Blue Badge holder.

You can register for an exemption by telephone. Energy Savings Trust provide support through a phoneline, which is operated by Home Energy Scotland.

Make sure you have your Blue Badge ready when you call.

What the phoneline can help with

The Home Energy Scotland phoneline can help individuals register for an exemption.

They cannot:

  • help organisations who hold Blue Badges
  • answer questions about vehicle compliance or any other general LEZ queries
  • appeal a penalty charge for you – you must contact the council who issued the charge
  • help if you have a complaint about LEZ exemptions
