Fines for Low Emission Zones
You will get a fine called a Penalty Charge Notice (PCN) if all the following apply:
- you drive your vehicle in a Low Emission Zone (LEZ)
- it does not meet the emission standards
- it is not an exempt vehicle
You can only get one PCN per LEZ per day.
Penalty charges
The first charge is £60. This reduces to £30 if you pay within 14 days.
The charge is doubled each time you drive the same vehicle in the same LEZ within 90 days.
The maximum penalty charge you can get is:
- £480 for cars and light goods vehicles
- £960 for minibuses, buses, coaches and HGVs
If there are 90 days following your last penalty charge, the amount is reset to £60.

Appealing a penalty charge at the tribunal
You can appeal to the First-tier Tribunal for Scotland (General Regulatory Chamber) if your challenge is unsuccessful.
You can only appeal to the tribunal after you’ve challenged the penalty charge with the council and have a ‘Notice of Rejection’ letter.
