Applying for a House in Multiple Occupation (HMO) licence
You’ll need a House in Multiple Occupation (HMO) licence if both of the following apply:
- you rent your property out to 3 or more tenants
- none of the tenants are related or part of the same family
It's a criminal offence if you do not have an HMO licence for a property that needs one. You can be fined up to £50,000.

What the council will check
The council will check if you pass a ‘fit and proper person’ test. This is to make sure you’re an appropriate person to rent a property out.
They'll also check if the property both:
- is managed properly
- meets the required standards
