Cladding Remediation: Single Open Call for Expressions of Interest

The Cladding Remediation Programme helps to reduce the risk to life caused by unsafe cladding on some buildings.

It’s not possible to tell if a building has unsafe cladding using only existing records. The Cladding Remediation Programme launched the Single Open Call to:

  • identify affected buildings
  • cover necessary mitigation and remediation work

The Single Open Call ran from 25 March 2025 to 31 March 2026. Applications are now closed and we’re reviewing all Expressions of Interest (EoIs) for eligibility.

If you've applied and your building is eligible for Scottish Government funding, we’ll contact you to discuss the next steps.

Stage 1 funding

If your building is eligible, you can get funding for a Single Building Assessment (SBA). The purpose of this is to:

  • identify fire risks
  • recommend how to manage or remove them

You’ll then get advice on what to do next based on your situation.

Stage 2 funding

Once stage 1 is complete, you may be able to opt in to stage 2.

This will support addressing the issues your Single Building Assessment (SBA) has identified.

This includes work to reduce any ‘intolerable’ risks identified in the Fire Risk Appraisal of the External Wall (FRAEW) section of your SBA.

This funding will be a grant.

Your SBA may also recommend other work in the Fire Risk Assessment (FRA) section. This is usually the responsibility of the homeowner or building owner. It helps to reduce the building’s overall fire risk to a tolerable level.

We will only fund work that is related to cladding remediation.

The work we will fund will vary by building. We’ll give you written confirmation of what mitigation or remediation work is eligible for funding.

Examples of costs that may be eligible include:

  • work listed in the FRAEW section of your SBA
  • scaffolding or other support needed for eligible work
  • removing and disposing of dangerous cladding
  • replacement materials
  • labour and reasonable contractor costs
  • professional or project management fees for eligible work
  • fees for managing cladding remediation and keeping residents informed

Examples of costs that are not eligible include:

  • general maintenance or renewal work
  • replacement or installation of cavity barriers or fire stopping in situations with non-flammable external walls
  • fire safety work not related to flammable cladding
  • waterproofing
  • gas works, such as boiler and flue replacement
  • redecoration
  • replacing windows or doors in individual homes
  • ongoing maintenance costs
  • fees for non-eligible work
  • legal costs for claims against third parties

How to opt in for stage 2 funding

You need to complete stage 1 and share a copy of the SBA report with us.

Warning

Funding is not guaranteed and will be subject to checks.

If you opt in to stage 2, you must:

  • confirm that the SBA findings have been shared with owners and occupiers
  • confirm that owners and occupiers consent to the building being considered for funding
  • tell us if the SBA recommends urgent safety measures that need to be carried out quickly

The Cladding Remediation Programme will prioritise buildings with the highest safety risks.

If your building is not eligible for Stage 2 funding, we’ll let you know.

If you’re a building owner, you must continue to review your SBA and take appropriate actions to reduce risk to life.

Urgent safety issues

If your building’s SBA identifies urgent safety measures, we may cover essential costs.

Examples of urgent safety measures include:

  • installing an interlinked communal fire alarm system that can be monitored remotely
  • funding a waking watch (where trained fire wardens patrol the building) for a short time until a fire alarm system is installed 

If the SBA identifies urgent safety work that is your responsibility, we'll tell you what action to take and when.
